Pre-Application Requirements for Project Submission

If we do not have a complete project submittal by the deadline date listed above, the project will not be placed on the agenda for the Technical Review Committee meeting.

Submission Decisions

Within seven working days of receipt of an application for review, City Staff shall determine if the submittal is complete. If a submittal is determined to be incomplete, the developer will be informed in writing as to the deficiencies. The developer must then re-submit a complete and/or amended application by the deadline date for the next scheduled meeting of the TRC. No exceptions to this policy will be made without the approval of the Growth Management Director.

Review Documents

Staff summaries, city engineer comments, or any other project review documents or reports must be submitted to staff no later than noon on the Tuesday before the TRC Meeting. Agendas and accompanying packets must be sent to all TRC members no later than the Thursday prior to the TRC Meeting.

Development Notice

Notice of a Development Order Application shall be posted on the property as required by Section 102-26 of the Code of Ordinances at least 14 Days prior to the Technical Review Committee meeting. Notice signs may be purchased from the Growth Management Department for $10.

Technical Review Committee

Technical Review Committee (TRC) meetings are scheduled at 10:00 a.m. the first Tuesday of each month. The TRC shall review the proposal and submit comments, if any, in writing to the acting chairman of the committee (Growth Management Director or designee). Stipulations and revisions required by the TRC shall be completed and approved by the TRC prior to the Growth Management Director or designee forwarding the proposal to the Local Planning Agency (LPA). The LPA meets the third Tuesday of each month at 6:00 p.m. in the Council Chambers. The LPA shall forward its recommendation to the City Council along with the TRC and Planning Director reports. Following the required public notice and hearing, the City Council shall either accept, reject or accept with modifications the planning board's recommendation for approval or disapproval. If approved with modifications, a development order may be authorized by the Growth Management Director upon receipt of the modifications from the applicant and any required permits from Federal, State, or County regulatory agencies are received by the Planning Division.
